Funding on CAPETH is a payment exchanged between long and short traders every 8 hours to keep the perpetual near spot. A positive rate means longs pay; a negative rate means shorts pay. None of it goes to the exchange.

That shorts are paying longs and the perpetual is trading below spot. It is usually seen during periods of selling pressure.
